Stacked on PR #3 / upstream block#7057. Adds the Desktop consumer for kind:40009: validated latest-report reducer, channel/thread-scoped fetch plus live invalidation, result-first card, collapsed transcript toggle, unit coverage, and a Playwright smoke workflow. Local evidence: targeted reducer 5/5 pass, TypeScript pass, E2E production build pass, Result Card Playwright 1/1 pass. The full Desktop suite reached 5803/5804; the sole failure is the pre-existing useDocumentVisible focused-polling timing test and reproduces in isolation. Full fork CI is the package gate.
