Increase Android emulator disk size to 8192M to avoid userdata partition failures

Motivation

• API 31 emulator runs were failing with "Not enough space to create userdata partition" (available ~6899 MB vs required ~7373 MB), so the emulator disk-size needs to be increased to avoid flakiness.

Description

• Update .github/workflows/scripts-android.yml to change the emulator disk-size for reactivecircus/android-emulator-runner@v2 from 2048M to 8192M for the instrumentation test job.

Testing

• No automated tests were run because this is a workflow-only change.
