Order recipients by engagement: last click, last open, imported click rate, imported open rate, then created date.
Allow "send to the top N contacts", then "send to more" later. A unique (broadcast, contact) index skips anyone already sent to, and the broadcast keeps the date of its first step.
Imported engagement from CSV contact import and export #38 seeds the ordering for new instances.
This can come before a full automatic warmup scheduler.
Interim answer until automatic warm-up ships: #67 (merged in #89) adds a per-ESP daily send limit that holds broadcast and sequence mail beyond it until the next UTC day, plus the docs page Warming up a domain or SES account with a manual ramp table. New hosted accounts are also ramped and paced automatically (#73). An automatic scheduler here can build on the same dailySendLimit by raising it on a schedule.
