The upgraded jsii-pacmak now pins `build~=1.5.0` in its Python target requirements, which requires Python >=3.10. The CI container was pinned to `jsii/superchain:1-bullseye-slim-node20` (Python 3.9), so every per-construct `jsii-pacmak` Python packaging step failed with "No matching distribution found for build~=1.5.0", breaking the build-individual and release workflows. Bump the superchain image to `1-bookworm-slim-node20` (Python 3.11), which satisfies the requirement. Node major version is unchanged (20). Updated both projenrc constants and the generated workflow files.
