This is related to ticket #2064. Do not merge as is.

This adds tier based grouping for the libraries in the release report.

The templates/layouts themselves are VERY rough right now. I've left in the commented out section for added/removed contributors in case that'd be useful as the termplate's being worked through. The core (half page) libraries also potentially have a chance of cutting off contributors if there are too many.

One question about tier handling.
