Upgrade our pinned compiler and minimum supported Rust version to Rust 1.99.0 across toolchain configuration, installation documentation, release CI, and smoke tests.
Adapt the compiler driver to Rust 1.99's module IDs for restricted visibility, preserving crate visibility detection and fixes. Allow the new
assert_is_emptypedantic lint to retain our existing test assertions. All 231 workspace tests, Clippy, and formatting checks pass with Rust 1.99.0.
