Disable pull in ExecStartPre by default

With the new Docker Download rate limit | Docker Documentation it would be better to not pull by default.

should be removed from all of the templates.

The best would be to wrap it inside an if so that that line is only added if service_pre_command is defined. Also, service_pre_command should be commented out in defaults/main.yml.

This variable could be used if the user wants to pull or build the image when starting the service.
