Adds three durable runbook files for onboarding a new adobe.com property as a CaaS source. Designed to be LLM-friendly: anchored to symbol names and existing-consumer names rather than file paths and line numbers, so the docs remain useful as the underlying code drifts. - AGENTS.md at repo root: entry point for AI agents working in this repo, pointing at runbooks and explaining where related code lives across milo, the post-service, and the deploy repos. - docs/onboarding/CONSUMER_ONBOARDING.md: mandatory and optional steps for onboarding a consumer. Mandatory: Javelin tag, Configurator dropdown PR, CHIMERA_ALLOW_LIST PR. Optional: BP preset, consumer helix-query.yaml, caas-tags fallback, test page, e2e validation curl. - docs/onboarding/TROUBLESHOOTING.md: failure modes indexed by symptom. Grounded in the May 2026 edu onboarding (MWPW-193054).
