docs: centralize Apple Ads agent docs

Summary

• make docs/agent the upstream source for Apple Ads management, metrics, and CLI setup guidance
• validate the command inventory, required arguments, and documented flags against the generated oclif manifest in CI
• hand Apple Ads work off from the general adapty-cli skill to adaptyteam/apple-ads-cli
• dispatch adapty-cli-released after a successful npm publish so downstream docs can sync by tag

• pnpm check:agent-docs (34 executable ASA commands)
• pnpm test (123 passing; existing auth/login.ts lint warning only)
• downstream sync from this branch plus lint-playbooks and lint-i18n
