fix(lint): migrate code to work with @typescript-eslint 8.59.1

The @typescript-eslint packages were bumped from 8.58.2 to 8.59.1.
The new version is stricter about `no-unnecessary-type-assertion`,
flagging 113 assertions that the auto-fixer could remove.

After auto-fixing those assertions:
- Removed now-unused `BaseFlags` imports across 16 command files
  (the imports were only used in `as BaseFlags` casts)
- Removed unused `BatchContent` interface in channels/batch-publish.ts
- Restored the legacy config migration type in `config-manager.ts` by
  adding `app?: string` to `AblyConfig.current` (documents the legacy
  TOML field rather than using a cast)
- Fixed `no-base-to-string` in `json-formatter.ts` by replacing
  `String(unknown)` with explicit type guards
- Fixed `no-base-to-string` in `push/batch-publish.ts` by narrowing
  error.code to number|string before template interpolation
