We might add a test case that includes block-style-variation-styles. However, because this is being removed here, the result is that they will not get hoisted up to be inserted before the custom styles. They will get appended to the end of the HEAD which will preserve the original cascade. This can be seen in the tests for how core-block-supports is appearing at the every end of the cascade.
