Adds the formally-approved Dev Spec for Plan: Gamma — the wave-pattern test harness foundation (Epic #626 sub-issue #1). The Dev Spec carries the DEV-SPEC-APPROVAL metadata block (approved_by: BJ, finalization score 8/8), elaborates 22 EARS requirements, 12 constraints (TC + PC), 16 design choices (DC), 13 deliverables, and 21 Stories across 2 Phases / 9 Waves with depends_on declarations. Stories live in Wave-Engineering/ccwork-testtarget#1 through #21 (cross-repo Plan: tracking issue in cc-workflow, execution in ccwork-testtarget). phases-waves.json is operator-local state under .claude/status/ (gitignored); not part of this commit. Closes #642
