This PR adds an ADR to describe why we chose the Temporal API for date and time handling in our library. The ADR explains the context, decision, and consequences of choosing Temporal over other alternatives like
Date, moment.js, and date-fns. It also outlines the benefits and drawbacks of using Temporal and provides a clear rationale for the decision.
