Summary

Implements both Issue #1037 (Advanced Dispute Resolution with Arbitration) and Issue #1038 (Automated Compliance Reporting) in a single cohesive PR:

1. Advanced Dispute Resolution with Arbitration (contracts/split/src/advanced_dispute.rs — #1037)

• Conflict-Free Arbitrator Panel Selection (select_panel): Maintains a weighted arbitrator pool (register_adv_arbitrator, get_adv_arbitrator_pool) and uses a persistent rotation cursor that automatically excludes both claimant and respondent from serving on their own dispute panel.
• Cryptographic Evidence Submission (submit_dispute_evidence): Allows both disputing parties to attach up to 20 categorized evidence records (ContractAgreement, DeliveryProof, CommunicationLog, PaymentReceipt, AuditReport, Other) with BytesN<32> content hashes before evidence_deadline.
• Weighted Panel Voting & Proportional Split Rulings (cast_panel_vote): Tallies weighted panel votes across ReleaseToRecipient, RefundToPayer, and SplitBps(bps) once panel quorum ((panel_size / 2) + 1) is reached.
• Post-Ruling Appeal Window & Appellate Override (file_dispute_appeal, resolve_dispute_appeal): Enforces a post-ruling appeal timelock window and allows appellate resolution to uphold or override the initial panel ruling.
• Automated On-Chain Settlement Enforcement (enforce_dispute_decision): Executes token transfers for full releases, full refunds, or proportional basis-point splits directly from invoice escrow.

2. Automated Compliance Reporting (contracts/split/src/compliance_reporting.rs — #1038)

• Configurable Regulatory Report Templates (register_compliance_template): Supports AmlKycSummary, TaxWithholding, HighValueTransactions, DisputeAndRefundAudit, and FullRegulatoryDigest with optional jurisdiction filters and custom high-value thresholds.
• Transaction Compliance Data Collection & Window Aggregation (record_compliance_data, generate_compliance_report): Aggregates transaction counts, total volume, fees, tax withheld, high-value counts/volume, AML-flagged counts/volume, disputed counts, and refunded counts over [period_start, period_end] with a canonical XDR SHA-256 integrity_hash.
• Automated Recurring Schedules (schedule_compliance_report, run_scheduled_compliance_reports): Evaluates due schedules on-chain, automatically generates reports and default export artifacts, and advances next_run_at.
• Multi-Format Exports (export_compliance_report): Materializes verifiable export artifacts in Json, Csv, RegulatoryXml, and XdrDigest formats.
