Description

Prepare PolygonClipper 1.0.2 on release/1.x by updating SharedInfrastructure from release/4.1.x to include Licensing 1.0.3, shared repository guidance, and the security policy. This ensures PolygonClipper uses the same license validator as the updated ImageSharp and Fonts packages.
