ENH: tox, GitHub Actions CI, pre-commit with shellcheck and codespell - #10

Travis CI (travis-ci.org) is long gone, so tests were not run anywhere. - tox.ini: "lint" env runs all pre-commit hooks, "bats" env runs the bats tests (bats itself comes from the system, e.g. apt install bats) - .github/workflows/test.yaml: run both tox envs on ubuntu-latest for PRs, pushes to master, and weekly - .pre-commit-config.yaml: basic pre-commit-hooks, shellcheck (via shellcheck-py, so no system shellcheck needed) and codespell - tests: fix shellcheck findings (backticks, unquoted $out). Sourcing $REPROSEED_CMD cannot be followed by shellcheck (and -x crashes shellcheck 0.11.0 on `$(. file)`), so SC1090 and SC2153 (variables set by the sourced script) are disabled file-wide - remove .travis.yml Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01RgyzAuEQ5HJKt2ydcjut97
