The default focus open event now follows :focus-visible, the same rule Floating UI's useFocus uses. Keyboard focus still opens the tooltip. Focus a script moves after a click, and focus the browser restores when you come back to the window, do not.
openEvents omitted, or focus: "visible": keyboard focus only.
focus: true: also opens when a script moves focus. Returning to the window still does not.
focus: false: unchanged, no focus open.
One shared window listener records document.activeElement on blur and ignores the restore on that element. It is not one listener per anchor.
Mac Safari, which can miss :focus-visible when focus comes from outside the document, falls back to the last key or pointer. Text fields still open after a pointer.
JSDOM never matches :focus-visible, so it keeps the previous test behavior unless the test simulates a browser.
Summary by CodeRabbit
Behavior Changes
Tooltips now open by default when an anchor receives keyboard-visible focus, rather than on every focus event.
Setting focus opening to true also allows tooltips to open on script-driven focus. Focus restored by the browser after returning to a window does not open a tooltip.
Focus opening can be set to true, false, or 'visible'; 'visible' opens tooltips only for keyboard-visible focus.
Documentation
Updated accessibility guidance and option details to explain focus behavior and supported focus settings.
Keyboard focus still opens the tooltip. Focus moved by a script does
not, unless openEvents.focus is true. Focus the browser restores when
the window is focused again never opens it.
Fixes#1287
Tooltip focus opening now defaults to visible focus. Shared guards track input modality and window blur to exclude restored focus. The openEvents.focus type and documentation describe supported modes, and tests cover the focus behavior.
Shared listeners track keyboard or pointer input and the active element at window blur. Helpers identify restored focus and determine visible-focus eligibility.
Focus opening defaults to 'visible'. The event handler ignores restored focus and checks visible-focus eligibility unless focus is explicitly true. Tests cover these conditions and Mac Safari cases.

Explanation
Issue #1287 is the active directly linked issue. The implementation changes the default focus value to 'visible', filters focus with :focus-visible, preserves focus: true for script-driven focus, and suppresses focus restored after window blur. Shared subscriptions provide one window listener set. The Mac Safari fallback and JSDOM fallback are implemented. The added tests cover restored focus, focus modes, visible focus, nested focus, and Safari input cases.

The changed focus guard, event integration, public type, documentation, and focused tests support issue #1287. The documentation and type changes describe and expose the new focus modes. No unrelated product behavior or unrelated file changes are identified in the review summary.

keydown and pointerdown were attached for every mounted tooltip. Only
Mac Safari reads that input modality, so other browsers keep the window
blur and focus listeners only.
The default column lists mouseover focus, but omitted openEvents uses mouseenter: true and focus: 'visible'. This can mislead users about both the pointer event and the keyboard-only focus behavior.

Minor · Clear the restored-focus record when the target differs. · focus-open.ts:133-138
Clear the restored-focus record when the target differs.
After window blur records A, focusing B only schedules the zero-delay cleanup. If A receives focus before that timer runs, isWindowRestoredFocus(A) still returns true. The focus handler checks this result before shouldOpenOnVisibleFocus(), so this can suppress a tooltip that should open, including when focus: true.

Thanks! I tried 6.0.9-beta.1288.rc.1 in our Electron app and in a small repro.
Works: focus a script returns after a mouse click no longer opens the tooltip (focus: true still does), returning to the window with the anchor focused and the tooltip closed keeps it closed, and Tab still opens it with aria-describedby.
Two problems:
If the tooltip is open when the window loses focus (keyboard focus on the anchor, switch away and back), it opens again on return. The listener effect in use-tooltip-events.tsx depends on rendered, so the blur that closes the tooltip re-runs it; with one <Tooltip> on the page the cleanup drops subscribers to 0 and detach() clears restoredFocusElement. Subscribing in its own effect, e.g. useEffect(() => (focusOpens ? subscribeFocusOpenGuards() : undefined), [focusOpens]), fixed it for us. It doesn't show with two <Tooltip>s mounted, since the count never reaches 0.
Also in 6.0.9: tabbing from a non-anchor onto an anchor within ~50 ms doesn't open the tooltip (pressing Tab twice quickly, or holding Tab). The focusin handler calls debouncedHandleShowTooltip(null) for the non-anchor, which takes the leading-edge 50 ms slot, so the anchor's focusin is dropped. Returning early when resolveAnchorElementRef finds no anchor, as the mouseover handler does, fixed it. 5.30 opens in both cases.
I tested both patches locally against the beta build.
Separately: v6 moved the default padding: 8px 16px from the tooltip to .react-tooltip-content-wrapper, so padding set through className (as in the Styling docs' "Changing the padding" example) now adds to the default instead of replacing it. The v5 -> v6 changelog doesn't mention it.
