feat(ls): list every rule over qbx/rules

Changes

Adds a qbx/rules request that returns every rule with its code, category, default level (off for rules that are off by default), fixable and summary. It reads rules::RULES, so the list always matches the server that answers it.

The VS Code extension uses it to suggest rule names in qbxLua.diagnostics.rules and to flag names the server doesn't know (Qbox-project/qbx-editor#6). The request is added to the table in crates/qbx_lua_ls/docs/protocol.md.

The branch is based on the current main and doesn't depend on any other change.
