Reviewed scoped maintenance change and compatible pinned dependency/action version. !silent is a separate commit BODY paragraph.
Validation: npm ci and npm run check: typecheck, lint, 193 tests, production build pass; fresh GitHub CI green.
FiveM gameplay was not exercised in this review.
