Stamps the release: CHANGELOG.md [Unreleased] → ## [0.21.0] - 2026-08-21 (fresh empty [Unreleased] on top), and backend/config/version.php → v0.21.0.

After this merges to develop: merge develop → main, tag v0.21.0, publish the GitHub Release (draft prepared).
