Registers the image's aarch64-native QEMU emulators with the host's
binfmt_misc:
docker run --rm --privileged \
--entrypoint /opt/docker/bin/register-binfmt IMAGE
Targets whose emulator is not present in the image are skipped, so the
same script serves both images.

Adds
/opt/docker/bin/register-binfmt, which registers the image's aarch64-native QEMU emulators with the host's binfmt_misc:Targets whose emulator is not present in the image are skipped, so the same script serves linux-anvil and linux-anvil-cuda.
With this, the aarch64 branch in conda-forge/conda-smithy#2688 becomes the single
docker runline above.
