This PR introduces a .github/dependabot.yml file to automate dependency management for the project.
Key Changes:
Enable Dependabot version updates for Python (pip) dependencies.
Daily checks for outdated packages in the root directory.
Security updates will be automatically generated by GitHub (default behavior)
