Captures the plan for after ASAP7 (predictive, non-fab-able) phases are 100% complete: PDK choice rationale, what carries over vs. needs redoing (area, Fmax, DFT, CDC, harness, signoff), and a pathfinder-core sequencing plan (AnubisCore first).
