The 'build-uitest' target in the Makefile builds (assuming the build-ui step has already been done) a very small site using the UI and a test document tree under docs-site/uitest. The test document needs considerable expansion to include all the asciidoc features of interest. The initial commit is just the framework. Fixes #158

The initial commit is just the framework.
(Edit: bumped up in priority because @allcreatures asked for this for use by the accessibility reviewers we will be contracting. There, the goal is to exercise all the styles found on the site.)
