- Add unified DREF page under Respond with Anticipatory and Response pillar tabs
- Add config-driven DREF Decision Tree wizard (graph data + engine + modal)
- Add FAQ accordions, operations/EAP maps and tables, and Key Resources sections
- Update the Respond menu DREF panel and add the dref routes
- Remove the outdated dref-process layout and its views

- Replace the DREF process, DREF detail and Early Action Protocols pages with a single DREF page under Respond. - Add an anticipatory pillar with imminent DREF and Early Action Protocols tabs, and a response pillar. - Add the DREF decision tree and open it from the navigation bar and from each pillar. - Seed a new DREF application from the decision tree outcomes and the pillar entry points. - Add operations and EAP maps and tables, FAQ sections and key DREF resources. - Apply the August 2026 content revision across both pillars.
