Adds prompt-only Obsidian CLI operational-notes guidance to the shared agman prompt builders. The section tells agents to use
vault=agman, listgeneral/and project folders on startup, selectively read/search notes, and write compact advisory notes with explicit secret and sensitive-data exclusions.This keeps existing agman notes and runtime behavior unchanged while giving CoS, PM, Engineer, Researcher, Operator, Reviewer, and Tester roles the same operational-memory contract. Reviewer hard rules now scope no-write behavior to reviewed worktrees/local artifacts while allowing concise Obsidian notes.
