Improve Failure to Proof and Production pages - #624

For the production page, the main changes are: - include the NIST guidelines for certificate expiration in the certificate rotation section - link directly to the appropriate Zendesk forms The other minor changes are the removal of extra whitespace to make the formatting more consistent The Failure to Proof page changes are based on the content in our Alternative IdV Playbook, which is more up to date and provides better guidance.
