The php-cs-fixer 3.95.x parallel runner crashes when it can't auto-detect
the PHP binary, which surfaces in `setup-php`-installed CI. Force
sequential mode in the config so newer fixer versions stay green.
Also fix a stray `): void {};` empty closure body that the upgraded
fixer (correctly) flags.
PHPStan 2.1 (under bleedingEdge) tightened nullCoalesce.property to flag non-nullable properties on the left of `??`, and missingType.generics now applies to typed properties. Replace the nullsafe-chain `??` with an explicit empty-choices guard, and add the Generator generic types on StreamIterator::$generator.
