Remove V1 `ParseSupportedConfigurationsTask` #10205

What Does This Do

Now that the V2 ParseV2SupportedConfigurationsTask is hooked into the build, and metadata/supported-configurations.json has been migrated to the V2 format, the original parsing task can be deprecated and removed.
