Coherence update for DIG-Network/dig-installer#177 (Component B of the dig-dns brief): the universal installer now also installs dig-dns as an OS service. Documents the --with-dig-dns flag and the two resolution paths (OS split-DNS / PAC fallback) on the English page; the other 13 locale copies are a separate follow-up translation pass.
