Purpose
Add a scheduled CodeQL analysis workflow for the Go code in this repository to satisfy the Continuous SDL (S360) CodeQL requirement (fresh snapshot required at least every 30 days).
What this does
goon pushes tomain, on PRs, weekly (Mon 09:00 UTC), and via manual dispatch.build-mode: none(buildless Go extraction) since this repo has no go.mod (GOPATH-era layout) and uses Windows-specific build scripts, so autobuild is not viable. Buildless extraction is OS-agnostic and runs on ubuntu. No production code is changed.
