bbPress: Pasting images occurs without upload / saving capability.

As reported elsewhere, it's possible to paste images into the bbPress reply form, which seems to trigger the image transform.

I'm not immediately able to discern if this is a Blocks Everywhere or Gutenberg Image Block Transforms bug.

I suspect this might be a Gutenberg Bug, as the Image block 'from files' transform shouldn't run if the hasUploadPermission flags aren't set I imagine.

Filing here as a start, since that's where it was noticed.

Example: Testing with https://wordpress.org/support/forum/installation/#new-topic-0 - Triggering the image block, and then pasting an image.

This is probably resolved by WordPress/gutenberg#71581 ...Which is Gutenberg 23.7, but this plugin requires 17.9, oh well... I guess this plugin is no longer WordPress 6.9 compatible too then..
