[build-phases] 增加 Codex orchestration adapter 并移除 AFS 硬编码 #22

问题

build-phases 的 orchestration contract 是 Claude-specific：

• SKILL.md:184-194,326-374,420-434 依赖 Agent(run_in_background)、ScheduleWakeup、TaskGet、TaskStop。
• SKILL.md:30-51 使用 /loop /agentloop:* 调用语法。
• SKILL.md:343,383 硬编码 .claude/plugins/agentloop/...。
• SKILL.md:442-450 把 AFS-only/provider boundary 当成所有 consuming repo 的强制架构门，违背 repo-agnostic 声明。

Codex 没有相同的 background/wakeup/task 原语；照当前文档无法满足 phase watchdog 和 verification loop。

目标

拆分 runtime-neutral phase state machine 与 Claude/Codex orchestration adapter；仓库专属架构 guard 来自 repo profile/AGENTS，而不是插件全局硬编码。

验收

• phase 状态、resume、verification gate 是共享确定性协议。
• Claude adapter 保留现有 background/wakeup 行为。
• Codex adapter 使用当前真实 collaboration/goal/wait 能力，或明确声明暂不支持的子能力。
• 任一 runtime 中断后可从持久状态恢复，不依赖对话记忆。
• AFS-specific guards 移出 generic skill，由消费仓库 profile/AGENTS 注入。
• 两个 runtime 各完成至少一个两阶段 build smoke。
