Refactor ByteShelf to a filesystem-based architecture, removing complex subtenant functionality and simplifying tenant/user configuration.
The previous multi-tenant and subtenant system was overly complex and difficult to manage. This PR introduces a simpler, more intuitive filesystem-based structure where tenant and user configurations are stored directly in a hierarchical directory structure. This makes the filesystem itself the source of truth for configuration, improving maintainability, scalability, and security by isolating user configurations and their API keys.
