Optimizes SKILL.md quality and adds the Tessl Skill Review GitHub Action, which automatically scores every SKILL.md change on pull requests.

The tesslio/skill-review GitHub Action automatically:

• Posts a score comment on every PR that touches a SKILL.md file
• Tracks quality over time — no manual review needed
• No secrets required — works out of the box
• Free for open-source repos
