Add dev documentation on CONTRIBUTING.md

Create guidelines on CONTRIBUTING.md on how to run the development environment locally. I'm not familiarized with ruby or jekyll so I'm not quite sure what's needed. But if we can comment in this issue what are the steps, I can give it a try and test it, and follow up with a PR.
