Change base color and build a palette

Hi

I'm kinda noob with Bootstrap, SaaS, Less, etc.
What software should I download (in Windows) so I can make a new color theme for the UI Kit ?
I mean, not to have the blueish base but have a green, etc. base and have all the UI based on it ?
