Rationale:

• Make it findable. Multiple people have told me they love that tagline and have searched for it, and do not find it.

Design:

• Same as "Accessibility: It's about people" at the top of the HPwDUtW pages, that is, using the same code and right under the h1

Note:

• Right under that is "Web accessibility is essential for people with disabilities and useful for all. Learn about the impact of accessibility and the benefits for everyone in a variety of situations.", which is an expanded explanation of the short tagline. I think that's fine. LOW priority for later, we could consider if we might also want to edit that.
