docs: correct limits and plan availability
Corrects limits and plan availability details that had drifted from the product. - API keys: access presets other than "No restrictions" need the Pro or Enterprise plan, task-restricted keys can select up to 10 tasks, and public tokens minted with an API key default to 15 minutes. - Dev branches: the active branch limit is 50 on every plan, `--branch` is required to archive, and the CLI auto-archives idle branches when you hit the limit. - Billing limits: after the grace period new triggers are rejected until the limit is raised or removed, queued runs stay queued until you resume or cancel them, and they resume automatically if the limit is still in place when a new billing cycle starts. - Limits page: span and log attribute counts are 1024, the clipping text matches the documented value length, and a stale note about requesting higher limits is removed. - Dashboards: adds the custom dashboard and widget limits per plan. Each branch has its own concurrency, so we limit how many dev branches each developer can have active per project. The `default` development environment counts toward this limit. If you are at the limit when you run `dev --branch`, the CLI automatically archives up to 3 of your branches that have no connected dev session and have been idle for over an hour, to make room. You can also archive a branch any time to free a slot.
