v2.15.x: add sof-2.15.1 topology binaries for Intel targets
This PR updates all topology binaries to 2.15.1. SOF 2.15.1 contains a
fix to Soundwire digital mic topologyes.
Additionally this add a IPC3 topology for sof-cht-rt5677.tplg.
