Upgrade to Jackson 3.1 and 2.21

Per FasterXML/jackson-future-ideas#84 (comment), Jackson 3.0 will not be LTS release, while Jackson 3.1 will. As a consequence, we should upgrade Jackson dependency and baseline to 3.1 in Spring Framework 7.1.

Blocked by FasterXML/jackson-databind#5786. Let see if we can get Jackson 3.1.1 fixing that regression.
