Allow for `yapf` formatting as a final step in producing python files

File generated by pyprotoc-plugin aren't formatted. The files are technically correct unformatted so this isn't a huge deal.

Allowing for formatting options would make testing the output of pyprotoc-plugin easier because the files we test against are often formatted using something like `yapf'.
