what is the `CHATBOT_URL` for (when deploying on same host)?

When I'm deploying on the same host, I don't need a full URL for the CHATBOT_URL but just a local path like /chatbot or something.
How is it supposed to be used?

so far, the chatbot url needs be the full absolute URL
