patch 1.7.1 broke grids_noresponse_cc

The patch 1.7.1 replaced grids_noresponse_cc by a stub which is currently used in the microsoft/skala repo to evaluate nuclear gradients. I think such an impactful change should not have been part of a patch.

Thanks for the quick fix for putting the routine back in, Qiming @sunqm. We will update our integration with gpu4pyscf to use the new way.
