Missing eic for some packages

We need to update our software-submission repo - for older packages that are missing an EiC. The list below descripes what packages are missing an eic listed for that package! It would be good to implement one at a time and chip away at this together.

EDIT: some of these DO HAVE an EiC listed so something is buggy here... but will come back to this.
