Bump numpy >= 2.1.2

Currently, numpy is locked with 2.0.2 and there is some issue with it, numpy/numpy#27416. Would be good to bump to use 2.1.2 or higher.

Using NumPy 2.1.2 requires a Python version higher than 3.9, which means we’ll have to drop support for 3.9.

This is a breaking and significant change, but considering that Python 3.9 is nearing its end of life, we’ll be making this update soon. Thanks for bringing it up.
