getuto hangs forever when access to hkps://keys.openpgp.org is blocked; add timeouts

Russian DPI terminates connection when gpg connects to keyserver, this results in gpg hanging forever, both when getuto tests are run or when getuto is executed.

While sidestepping it is possible, there should be timeout to kill gpg, with error message.

gpg has connection timeout set, but it's blocked after connection is established, so timeout doesn't fire.
