Dependabot is not triggering a build corretly when submitting a PR

Dependabot is not triggering a build to generate a new package.lock file. This making it so that we can not checkin a PR created by dependabot, as it would cause the main branch to start failing. Github actions and the repo setup should be looked into to see where this issue is coming from.
