Populate the Code Of Conduct Panel

Now that the base governance for Code of conduct reporting and handling has landed we need to populate the CoCP and/or modify the composition which specified to match what we believe the final form should be.

We agreed in openjs-foundation/cross-project-council#432 (comment) that as an interim measure the members who had volunteered for the temporary Code of Conduct team in openjs-foundation/cross-project-council#432 could act as temporary CoCP members as we ramp up the members as specified in the governance. As such they should be include in escalation@openjsf.org along with @rginn as the Executive director of the foundation.

report@openjsf.org should already be going to all CPC members.

@brianwarner has agreed to send out/manage

• call for volunteers/election for Board representative
• call for volunteers/electrion for CPC representative

We'll need to start the same for representatives from the projects and marketing committee as well.

• The Foundation Executive director - Robin Ginn (@rginn)
• 1 member from the Board
• 1 member from the CPC
• 1 member of the OpenJS marketing committee
• each impact project may optionally provide 1 member
• the growth, at-large and incubating projects may optionally provide 1 member
• optionally 1 invited outside expert as agreed by the other CoCP members.
