As a direct dependency it was satisfied by a nested copy, letting frontend-base's own dependencies compile against different TypeScript versions. Co-Authored-By: Claude <noreply@anthropic.com>

Description
Lets a site repo bind-mount Paragon under
packages/and build frontend-base against it.The paragon peer range now also accepts a
0.0.0-devcheckout, and paragon is declared as a devDependency so Turborepo orders Paragon first. Turborepo builds its graph from dependencies and devDependencies only, so a peer-only declaration leaves no edge and Paragon'scleancan wipedist/while consumers typecheck against it.TypeScript now also preserves symlinks, so a workspace package reached through a
node_modulessymlink stays opaque instead of having its types inferred from transpiled JS.TypeScript moves from dependencies to a peer (plus a devDependency for frontend-base's own build). Consumers already run
tscthemselves, so they should declare it, and as a peer it keeps the hoisted copy within frontend-base's supported range.Part of openedx/paragon#4440.
